Yes, the NarutoPlanet Fan Club for deviantARTists is now open to all the fans of the Naruto series, and we are now calling for members and affiliates. For the instructions on joining, please see them below.
NarutoPlanet is a fan base created here in deviantART with the following objectives:
To serve as a common ground for artists who are willing to share their work, knowledge and opinions on Naruto

Here are a few simple-to-follow rules enforced in the NarutoPlanet fan club:
This club is exclusive for fans of Naruto only
Members must not violate the artist policies provided here on deviantART
Submitted deviations must not violate the submission policies provided here on deviantART
Abuse of co-members or administrators, including but not limited to racial/cultural discrimination, is strictly prohibited - we are a community of builders and helpers, and the club embodies the ideals of multiculturalism
Abuse of Naruto characters is strictly prohibited as well - a member's interests may be in contrast with the other's interests, therefor

Necessary Instructions
Please read the following NECESSARY INSTRUCTIONS if you are interested in being accepted as a member into the NarutoPlanet Fan Club:
INSTRUCTIONS ON JOINING:
Send a note to us with the title JOIN, and state your reasons why you would like to do so
Add the club to your devwatch to become readily informed of updates and activities
As soon as being accepted into the club, add the club icon to your signature, as well as journal entries
INSTRUCTIONS ON SUBMITTING DEVIATIONS:
Send a note to us with the title SUBMISSION
